46.1 Support  
  War can only be waged when leadership and the military have the willing support of the people. This even applies in dictatorship states as the non-rebellion of the people implies a defacto support of the regime.
 
46.2 Limiting presence of military in civilian populations  
  Whenever a military unit of size is encamped in or near a civilian population for a period, particularly if that unit is on alert, it inevitably leads to a corruption of the prices and normalcy of life for that population.  
  In the first instance, the witness of military machines on the streets and roads itself can cause great angst and long term resentment by the population towards the military. In the second instance, the incidence of crime against civilians, prostitution and other questionable trades are also likely to rise. Thirdly, the focus of the military unit is also likely to lower from its precision and discipline the longer such occupations occur.  
  Therefore, military units as a rule should not occupy civilian populations for any extended length of time.
